Modi Govts English obsession and the need to get people into the formal economy is linked to the slowdown. India works on the informal economy which is the way to escape from the colonial state, English administration and judiciary.
The informal economy contributes employment, indirect taxes. It raises buying power of people which powers formal economy as well.
Rather than try to fix people by bringing them into the (English-only, GST) formal economy help the informal economy grow.
