It may be a holiday today but the dreaded #ImmigrationMonday is still upon us and it brings a report by @BorderKindness of another prison immigration camp in the works but this time in Mexicali 🔽🔽🔽

Based on @BorderKindness tweet it appears that this new "fenced/Razor wired" deportation camp is coordinated efforts between CBP/DHS & Mexican authorities, ergo the "planning meeting" and it could very much be a result of the 45-day review of the US-MX june 7 immigration plan. 1/
But after reading and re-reading this tweet, this makes little sense unless there is another piece (meaning immigration initiative, agreement, or policy change) that has been secretly put into effect and we dont kniw about it. Here is why ... 2/
The precise # of ppl subject of this prospective 'mass deportation'-9K- suggests that those ppl are
* physically present in US
* are not Mexican nationals
* and either have a final order of removal under sec 245 or are subject to an expedited order of removal under sec 235b 2/
* physically present in US
* are not Mexican nationals
* and either have a final order of removal under sec 245 or are subject to an expedited order of removal under sec 235b 2/
Ppl w section 240 order of removal, however, are in custody & under jurisdiction of ICE and ERO has mucho $$$ to and in fact runs 'Air Deportation' and regularly charters flights to Central America, so no need to put them in a Mexicali Plaza turned prison camp 3/
This leaves us with ppl who are currently or would be in the very near future subjected to expedited orders of removal under section 235b. This is problematic on several levels. 4/
First, ppl returned under #RemaininMexico (MPP) could not be targeted for this new Mexicali camp, because they are in sec 240 proceedings and do not yet have orders of removal, thus they cannot be 'deported' 5/
Second, it will be extremely stupid for the Admin to target ppl who they want to subject to the #transitCountry asylum ban (remember, can't seek asylum if transited through another country & failed to apply for asylum there) & send them from within CA to Mexicali & TJ 6/
The 9th Circuit refused to stay judge Tigar's injunction against the Rule as it concerns the territory of the 9th circuit. So, doing it from within CA or by CBP in California would be a blatant violation & I doubt Admin is looking to defend a contempt process on this. 7/
Third, this leaves one other pool of undocumented immigrants already in the US who the Admin decides to subject to the recently expanded expedited removal process beyond the 100 miles from the border. This group can come into contact with either CBP or ICE and if a person ... 8/
... cannot establish to the satisfaction of the CBP/ICE officer that he/she has been physically present in the United States for two years prior to apprehension. They can invoke this after 23 July 2019 against any new arrival or long time resident who does not met the proof 9/
This group could end up with a 235b expedited order of removal and no credible fear and be potentially targeted for the upcoming "mass deportation' reported by @BorderKindness. But again why have those ppl bused down to Mexicali? 10/
Well, I am not going to be paranoid or something but I am more concerned that this "plan" US & MX are cooking has much to do with the "voluntary return" program UN is now running with money from US Department of State. 10/
Last week, several outlet reported on the UN 'voluntary repatriation' program out of Laredo whereas #RemainInMexico victims were offered "free bus rides" back to Southern Mexico so that they can go back to their country of origins.
The UN 'voluntary repatriation program' has been in effect for a long time across the globe providing safe & free returns to asylum seekers whose application had been denied. But applying it to #RemainInMexico applicant is appalling & unconscionable. 10/
Ppl in MPP are returned to MX with a hearing notice in hand telling them that they have to show up on a future date in US immigration court or their application(s) can be deemed abandoned & they could be deported in their absence. 11/
Almost 100% of ppl in MPP fear for their lives and safety in MX's border cities and the UN's offer of a "free bus ride" away from those unsafe areas may look like the next best thing. But I will bet you anything that ppl have no idea what they are getting into. 12/
It is completely understandable that ppl who have been given a notice with a court date would expect that the UN will be there on the southern MX border ready to bus them back for their court dates before the EOIR. Well, no there are not gonna be there! 13/
So, ppl will miss their court dates and will end up with a final order of removal ... and when and if they actually make the whole trek north and either present at the border or enter illegally CBP will reinstate those in absentia orders of removal. 14/

But if US & Mexico are cooking to expand "voluntary repatriation' ran by UN & other intnl NGOs then it make sense to have 'base' [ergo the abandoned Mexicali shopping plaza turned camp] where potential 'returnees' can be processed & wait for their free bus rides back to hell. 15/
Well, I find it unsettling to see a representative of @eACNUR tweeting about "needed protection" after visit to TJ & Mexicali just hours before @BorderKindness broke the news about the upcoming new Mexicali deportation camp ... 16/
Again this could very well be a rumor but the bread crumbs trail to another abomination meant to victimize immigrant communities surely is there and time will tell.
