Benn Bill receives HM’s signature, gains Royal Assent becomes EU (Withdrawal) (No 2) Act 2019, announced in both Houses. Comes in to force today.

Means if deal not done and approved by Commons, or No Deal isnt approved, then PM by Oct 19 ‘must send’ ⬇️ extension letter to Tusk
... this (5) has been missed though. Seems to be space in Act for PM saying he has made progress at summit, sending the extension letter in accordance with law, but still saying he intends to leave “on time” by passing a deal before October 30th...
confirmation of Royal Assent, alongside Kew Gardens (Leases) Act.... which removes 1702 31 year limit on leases at Kew, extends to 150 years.

If they’d left it till the prorogation ceremony, might have been made into law in Norman French. Not to be.

This leaked Line to Take document shared with certain MEPs (BSG - Brexit Steering Group) and EU27 diplomats (Council Working Party) seems to dash notion of any real progress

UK “concepts” “would have to be developed during transition period” not “legally operational” solutions
FYI - it’s real.

“UK team further added they would have to establish a regulatory and customs border on the island of Ireland as a consequence”, is the Commissions message to EU27 diplomats and MEPs.
“Such concepts fall short of satisfying all the objectives of backstop...
- avoiding a hard border... preserving the integrity of single Market”... remember that the warm noises in the sky interview with Juncker, came before he said he had fully read the three “non-papers”

NEW - Dovish Bank of England keeps rates and asset purchases on hold, but also indicates rates lower for longer in “further period of entrenched uncertainty”.
Bank included new language about “political events” leading to continued uncertainty, against weak global background, meaning slower growth and inflation.
Also specifically refers to the passing of the Benn Bill in minutes lowering perceived chance of No Deal/ affecting markets
- Bank continues to describe No Deal as leading to another sterling fall, rise in inflation, and slower economy - but that the Benn Bill has lowered market perceptions of it - rates up or down depending.
A “smooth Brexit” ie deal would lead to “gradual and limited” rate rises.

Top retail bosses are this afternoon having what I’ve been told are “clear the air” talks with Government over No deal food supply, specifically its claims there would be no impact on fresh food... also increasingly concerned about “blame game”. BLOG: bbc.com/news/business-…
Background here is that in general they had been supportive of.impressed by work CDL Gove had done at Defra, and were thus extremely surprised by his claim on BBC earlier this month “there will be no shortages of fresh food” - immediately rebutted by industry groups /1
..indeed Yellowhammer document forced to be released by Commons, specifically says: “Certain types of fresh food supply will decrease”...& although predicted No deal disruption across Channel is lower, No deal at end October v bad timing re reliance on EU/ lack of warehousing /2

I'm looking at a coalition of warriors.
And WE make the army--leaders, generals and priestesses alike--as long as we are willing to listen and build and fight.

Make no mistake about it: I don't care if it all ends in ashes as long as what comes next allows nothing like what happened today to ever happen again.
