The Prime Minister is saying that if necessary he will ignore the Commons and break the law. Elaborating on this point, he has said: "The madder the hulk gets, the stronger the hulk gets."

This country has absolutely lost the plot. 
Sometimes you get unlucky with your weekend shifts. Last weekend got Amber Rudd. I got the Hulk.
But as tempting as it is to focus on the flippancy and oddity of the Prime Minister comparing himself to the Hulk, ignore it and listen to the important thing he seems to be saying: if necessary he is willing to ignore the Commons and therefore, presumably, to break the law.
