If incentives always help, this wouldn’t happen:

Adding a financial incentive hurts people’s motivation to be on time, rather than helps. The embarrassment incentive was still there when the fine was added, but it got corrupted by the financial incentive. It defies the logic that the more incentives you add, the better.
There's lots of disbelief in the comments about the idea that incentives can effect behavior in the *opposite* direction.
