The ICIG's objective was to preserve the integrity of the whistleblower system while at the same time foiling this attempt at using it for partisan politics.

The ICIG could have acted on this August 12th and caused the entire scandal to blow up. Instead he waited. 4 days.

By just waiting 4 days there was an ADNI in place to put the whistleblower complaint to bed by the books. By waiting 4 days a tug of war erupted between the Trump admin and Schiff. By causing that Schiff was forced to go through his apparatchiks in the WaPo with anonymous sources
By waiting 4 days, the ICIG:
1) Protected the integrity of the whistleblower process.
2) Foiled Schiff's attempt to abuse the whistleblower process.
3) Bought Trump and co the time needed to complete the trap.
4) Kept the ICIG's nonpartisanship intact.
