finally sitting down with the other 4 motions to dismiss from defendants in kessler's lawsuit against the city for not protecting the poor nazis on august 12 and man is it depressing to see the state over and over again remind us that they have no obligation to protect or serve. 
the state has permission to enforce order but no duty to protect anyone. they can use violence to achieve submission if and when they feel like it.
i cannot even imagine what would've convinced these nazis it was a good idea to name as a defendant the CURRENT city manager of charlottesville, who only moved here from texas when he started that job a few months ago.
