Thread: Latest National Statistical Office report busts PM Narendra Modi's claims of open defecation free (ODF) rural India.

More than one-fourth of rural households might still be defecating in open as they didn't have access to toilets during 2018.

On Oct 2, 2019, the 150th birth anniversary of Mahatma Gandhi, PM Modi had said this:

The NSO data shows around 29% rural households had no access to toilets during 2018. This means NO access to exclusively-used or shared toilets, including public toilets.

Now, it was this data set which led to a delay in releasing this report by 6 months.
The National Democratic Alliance government in 2014, by launching the Swachh Bharat Mission, had set a target of making rural areas open defecation-free by October 2 this year. A target was to “provide access to toilet facilities to all rural households in the country”.
Significantly, half the rural households in Uttar Pradesh and Odisha had no access to toilets in 2018, meaning they were defecating in the open, according to the report.

In 2012, 75% and 81% of rural households in UP and Odisha, respectively, had no access to toilets.

But...
Uttar Pradesh had declared itself to be open defecation free in villages, showing 100% toilet access to rural households in December 2018. In fact, except 7 states/UTs, all rural households had access to toilets (by Dec 2018), acc. to govt data submitted in Parliament
Open defecation was also prevalent in a state like Gujarat, which was declared ODF in February last year. Gujarat had 14 per cent households with no access to toilets during 2018.
Despite launching the Swachh Bharat Mission, only 17% of rural households reported receiving benefits from govt schemes for building sanitation facilities in the last 3 yrs, the NSO survey report, which was approved for release in May this year, showed.
The ministry of drinking water and sanitation, which was part of an expert committee of the survey, had expressed concern related to some findings of the report. It said the data on households with access to toilets in rural India “was on the lower side” & should be re-examined.
When the report was made public on Saturday, it came with certain caveats.

In short, the NSO report says that people might be lying about no access to toilets as they want benefits from the government!!!
