Here is the bill for a quick reference

Q1 Why religion as criteria
Because they are being persecuted precisely for that reason. Their religion. These three countries are Islamic states which discriminate against others by law, by design. All of them have discriminatory constitution.
that prevents people of other faiths from occupying highest offices. All of them have draconian blasphemy laws which are often invoked to jail, even kill people of other faiths on slightest provocation.
The fact that most Muslim majority countries don't give equal rights to people of other faiths prove that religion plays an important role in their state policies. Therefore, using religion as a classification criterion among those who have come to India is a reasonable thing
Are those who suggest inclusion of Muslims in #CABBill suggesting that even Muslims are being persecuted in these three countries ONLY because of their religion.
Q2 Is it against Indian Muslims
No. #CABBill is not against Indian Muslims. In fact they are not even party to the bill. The bill is for people from three neighboring countries. Indian Muslims will continue to get not only equal rights but their special privileges
Is Umma (Muslim brotherhood) greater than nation’s security for them. There have been several Intel reports on how these illegal immigrants are a threat to nation’s security.

Q Can India afford it
India has always accommodated all those who were persecuted in their homelands for their choice of different gods. Jews, Parsis, Buddhists all found shelter here and prospered and contributed to Bharat in due course of time.
Even post-independence, when India was far poorer, we opened our doors for Hindus & Sikhs fleeing from AfPakBD & Buddhists from Tibet. Today India is a 3 Trillion economy & no longer home to largest number of BPL people as it was earlier.

A country of this size & scale will have no issues in accommodating few lakhs people who r ALREADY here after running away from AfPakBD because of religious persecution. #CABBill will give them citizenship so that they can start a new life and become asset to our country
rather than being confined to refugee camps as today. They will be able to access jobs in organized sector, schools for their kids and then serve Bharat with their full capacity. Do not forget that some of the refugees went on to occupy highest offices of this country.
Government does not need to make any specific budget allocation for them, given their numbers are in few lakhs in a country of 130 crores. At most they might need some temporary support for which several NGOs like @humanaidint are already working.
The bigger drain on economy are crores of illegal infiltrators who have sneaked in purely for economic gains or as part of silent invasion facilitated by vote bank politics. Most of them are from BD as border is more porous compared to Pakistan. #NRC will deal with them
But #NRC is more complex as it seeks to identify illegal immigrants. Assam showed us that many people can manipulate the system to get included. I too have concerns that like demonetization, people can bribe their way. Some state governments can too compromise the process.
However as policy both NRC & CAB r long overdue. Everyone admits presence of over 2 crore illegal immigrants but have done nothing. Rajiv Gandhi signed the Assam accord way back. Even SC has mandated that all those who came to India after 1971 illegally should be identified
So it has to be done. There is a good chance that some people may still sneak in. But then some will get identified too. Government should learn from #AssamNRC and make the process more robust. But any process will have false positives as well as false negatives.
It is natural. But then the government will prefer to err on the side of false positives than false negatives. We will still have some illegals left. And I guess we will have to deal with it.
Why not #Rohingya
This is a case of civil war & not religious persecution. Rohingya Muslims sought either a separate state or merger with East Pakistan along with a territory in northern part of Myanmar. They were aided by Pakistan by giving funds, arms and training.
During 1947-2017, there have been dozens of wars between Rohingyas & Myanmar army with significant casualties on both sides.
The last major conflict started when Arakan Rohingya Salvation Army attacked multiple police posts and an army base that left over 100 dead.
In response army crushed them with full might which led to a huge number of people escaping to Bangladesh
Yes, the response was brutal and army committed lot of atrocities. But was it religious conflict? No.

There are some #Rohingya Hindus too. They are caught in cross fire. They did not want to go to East Pakistan nor are they involved in armed conflict. See what #RohingyaMuslims did to them

The #CABBill does not cover them either. Indian government is working with Myanmar government for their safe return. So CAB is not meant to be a single solution for all refugees. Different problems have different root causes and require different solution
Hard hitting article by @TheJaggi to expose those who are opposing #CAB2019

Q - No Citizenship to Muslims
#CABBill2019 is just one new route to citizenship, designed as a special amnesty scheme to deal with a specific problem of post partition refugees who came here to escape religious persecution. All other doors remain as they were
Pl note that everyone from everywhere can still get citizenship based on individual case as per existing laws.
Just like @AdnanSamiLive & 500+ Muslims from these 3 countries got Indian citizenship in last 5 years.
So #CAB2019 does not close doors on Muslims.
Q - Refugees will flood India
No. #CABBill2019 is for those refugees who are ALREADY here. The bill has set a cut off date of 31.12.2014. So this is for NOT taking new people in. #CABBill is to regularize the status of EXISTING refugees.
