Also Trump in recent weeks: Impeachment will be “a positive” for me.
Cicilline, who is speaking now, was for a long time the highest ranking Democrat in the House to support impeachment proceedings after Mueller's report came out. Over time saw most of the caucus come around to his position and then the Ukraine scandal brought Dem leadrs on board.
NADLER jabs at Republicans, says they haven't offered a defense of Trump's conduct toward Ukraine.
JEFFRIES, who has been eyed as a potential future speaker, says impeachment may be divisive but is also clarifying.

"Slavery once divided a nation but emancipators rose up and clarified that all men are created equal."

"There is a difference between division and clarification."
Rep. McCLINTOCK says abuse of power is a "made-up crime" and the charge reduces the presidency to a minister serving the will of Congress.
SPOTTED on the Hosue floor two seats from Collins: Steve CASTOR who is the omnipresent master of the GOP counterimpeachment strategy.
Rep. STEWART, a member of the Intelligence Committee, says some people don't like Trump because he seems arrogant. "I get that, I really do."

But he says the impeachment effort is about hating Trump and his supporters, not about the Ukraine scandal.
MORE from Stewart: If this impeachment succeeds, "The next president, I promise you, is going to be impeached ... Every president in our future will be impeached."
ODD MOMENT: Nadler points out that if Trump is removed, Pence becomes president, not Hillary Clinton

To which a cluster of Republicans on the floor ... start cheering
UPDATE: Only 3-4 dozen lawmakers on the House floor right now.
CHABOT, who is speaking now, was a floor manager during the Clinton impeachment. The only other ones still in Congress: Rep. Jim Sensenbrenner and Sen. Lindsey Graham.
Rep. Marshall says Trump "did nothing wrong." Rs have shown virtually no willingness to say Trump's behavior toward Ukraine was improper in any way.

Contrast with 1998 when many Dems said Clinton acted inappropriately but didn't warrant impeachment (some sought censure instead).
UPDATE: PELOSI will hold a press conference with House committee chairs after passage of articles of impeachment tonight.
HMM: Schiff keeps reserving Democrats' time while Republicans tick through a long list of 30-second speeches.
Republicans have now given Zeldin and Meadows, two of the president’s top defenders — three minutes apiece to argue against impeachment. Largest blocks of time provided so far.
NUNES is in the House, appears to be ready to speak. Rs are calling the president's top defenders now. We just ticked through Meadows, Jordan, Zeldin, Ratcliffe.
Nunes repeated his claim that Schiff sought naked pictures of Trump from Russia. That's an incomplete version of what happened.

Schiff received a call from Ukrainian pranksters posing as Russians, offering dirt on Trump. He informed Rs and the FBI. politico.com/story/2019/06/…
Pelosi moving around the House floor, just greeted Demings as she finished her remarks. She made her way to another section, where she conferred with aides and she's now huddling with Schiff and looking at some papers with him.
For the first time, Democrats react en masse as Scalise accuses them of hating all 63 million Trump voters. Democrats begin groaning loudly and Republicans start shouting them down.

Republicans applaud loudly when Scalise finishes.
Republicans have repeatedly interjected with boos or groans during Hoyer's remarks, particularly as he said Democrats didn't choose this impeachment.

Hoyer repsonds to the booing by contending that Democrats swatted away three previous impeachment attempts (offered by Al Green)
Hoyer invokes AMASH for leaving the GOP and backing impeachment.
For the first time all day, the House chamber is mostly full of members, just as Collins, McCarthy and Pelosi prepare to end the impeachment debate.
Schiff says GOP defense is "Why should we care?"
Trump taking stage at his rally. Means his remarks will come at the exact same time as Schiff, Pelosi and the impeachment vote itself.
I guess no Pelosi remarks. But he overlapped with Schiff, and now the vote is underway.
BREAKING: Donald Trump will be impeached.

216 House members have cast votes to impeach him for abuse of power — meaning he will officially be impeached when the vote closes momentarily.
ARTICLE 1 passes 230-197-1 (Gabbard voted present)

ARTICLE 2 vote underway
ARTICLE 2 on obstruction of Congress has the votes to pass.

We expect this to finish at 229-198-1 based on one Democrat, Rep. Golden, indicating he only supported the first article.

Trump will be impeached on two charges when the gavel falls.
BREAKING: The House has passed both articles of impeachment against Trump. 230-197 on the first, 229-198 on the second.

Gabbard voted present on both.
