In my humble understanding, the hatred or call it disliking for Punjabis among Pashtuns has its roots in the Pashtun-Sikh rivalry from the 19th century. The British fully exploited these fault lines to their advantage by bringing mostly Sikh/Punjabi forces to fight Pashtuns.

From the occupation of Peshawar and other Pashtun areas by the Sikhs in the first half of 1800s, to British led campaigns till the partition of India, Punjab/Sikh army was the forefronts against Pashtuns.

This anti-Punjabi &pro-Pashtunistan poetry was published on August 24, 1947 - just two weeks after partition. Bacha Khan's magzine had published it probably a few weeks before partition.
