The synthetic power of even the greatest state is no match for the facts, even if that fact is as small as a piece of viral DNA.
The instinct of the authoritarian is to double down, in the belief the will if strong enough must triumph. All that's required is enough ruthlessness. But the facts are stubborn things and eventually it comes out that Steiner's army doesn't exist.
