Any attempt to regulate infrastructure owned by a foreign investor whose nation of origin has a FIPA with Canada can sue the federal government for imposing climate change regulations, environmental regulations or forcing them to abide by indigenous rights.
Any perceived loss of profit by restricting production or regulating usage of the infrastructure can mean millions or billions in public debt if the foreign investor can demonstrate they lost profits because of it.
This is one of the sly and surreptitious contracts Harper signed with about 27 nations. One of which is China. The contracts Harper signed remove sovereignty from Canada to govern its affairs independent of foreign interests.
Mr. Poilievre is referencing FIPAs when he says industry won’t charge Canadians to build the pipeline. He’s referencing foreign investors that would sue to remove any possibility of achieving climate goals.
