This is just absolute horseshit. Lynching is an act of terrorism designed to terrify people of color out of exercising their civil rights.

Political crimes that target people's federally guaranteed civil rights need federal means of enforcement.
The problem is that @justinamash ignores the complicated and tense history of how lynching has been used to threaten communities of color in ways distinct from regular murder, and how racist state officials have declined to pursue these cases to intentionally weaken civil rights.
I understand @justinamash's argument. He is a skeptic of federal power and believes it's his constitutional duty to keep power as close to the people as possible.

But there is a very strong basis, in federalism, for vesting civil rights enforcement in *all* levels of govt.
