Would be good for some US agency to start cataloging trained volunteers who can be called up during a mass public health crisis: fmr mil medics, retired nurses/orderlies below age cap, trained EMTs+private caregivers w/needed skills, medical students, dentists w/med training etc
In other countries facing outbreaks, the toll on frontline medical workers has been significant. Some areas may need these contingency plans; trying to enlist volunteers in advance can ensure they can be properly briefed/trained on gear and precautions before there is a crisis
This could also be done at the state or municipality level
