I think you need a direct (vs. employer) stimulus with no use restrictions. The cost of restrictions in time and admin is deleterious. You need (1) a defined relief population, (2) people to administer the program (3) access to apply (4) a way to pay it (5) a way to pay for it --

1. A defined relief population:
- A list of qualifying individuals
- A list of acceptable reasons to file for relief
- A list of easily obtained evidence (ex: paystubs, employer letter + mandate that employers must provide or be fined, or discretionary approval if none available)

2. People to administer the program:
- Administration/approvals done online by remote staff via independent contractors
- clear guidelines for approving claims must be provided
- escalation contacts must be available for guidance
- a time limited appeal process made available

3. Multiple points of access to apply
- A simple website for applications
- make sure it works on mobile
- offer administration locations with internet access and ML on site assistance
- on site assistance and cleaning staff provided all available protections for personal health

4. A way to pay it
- website includes a direct deposit option
- pre-loaded debit cards or checks available for pick up via approval code at administration locations

5. A way to pay for it
- Emergency assistance funds
- congressionally authorized spending
