9. Introduce conscription of healthy people & expose them to #COVIDー19 in controlled environs e.g barracks, schools, public buildings etc
10. Get healthy population infected quickly & in a controlled manner. Then isolate them during recovery & test when they are no longer viral

11. This would achieve herd immunity in shorter & controlled way. But also protect at-risk & keep capacity in the health system while built up
12. Those low risk & recovered & healthy could help care for the sick/at-risk & work & permit society & economy to function @ some level.

13. This would buy time while effective treatments, & then a vaccine is developed
Obvs would be a lot to consider including ethics, conscription, resources, strategy & tactics, research/modelling/analysis... But we need radical thinking & war economies are not new idea
