Talking with people from Bergamo (the province in Lombardy with the highest number of active cases-- 3,993 against the 16,220 in the entire region), I hear that, contrary to what the Head of the Civil Protection said in the presser, NOT EVERY SYMPTOMATIC patient is being tested.
