-Brexit is a significant headwind with impact on consumer confidence
-Roaming: no current plans to change but depends on attitude of EU operators
-Need consistent predictable @Ofcom regulation

-Backstop important insurance policy to prevent hard border
-Progress badly needed before June Council, incl on regulatory issues
