Well, Pres Moon seems to be uncannily in sync w/his sp adviser. In Singapore, he reiterated his commitment to making an end-of-war declaration before year-end 2018 - he considers that to be a key component of establishing "peace regime" on Korean peninsula

2018 is the 65th anniv of the Armistice Agreement and Blue House officials regard putting an end to the Armistice as critical: "It's not that the number is meaningful but we want it ASAP." Well, it looks like Moon has been working overtime in this arena.

That's because SK official Lee DH is visiting Washington to discuss working groups called for during Pompeo's 3rd visit to NK. Lee apparently met with US working group members and conveyed to them Moon's wish to accelerate the end of war declaration
