2/ it was convenient, helpful in a regulatory sense to also make it easier for wind farms to kill 🦅 🦅 🦅 🐦. Until this change wind farms had to take affirmative steps to avoid killing birds. It wasn’t enough to say “Dude, I didn’t tell the bird to run into the propeller.”
3/ You has to take some affirmative steps to avoid it. Now unless you are actually trying to make birds run into your fans it’s all good.
