In three months the UK plans to exit the EU.
Absent any transition agreement, the UK will become an independent member of the @wto and must ensure its joint WTO commitments are disentangled from the EU.

I) Re-join the Government Procurement Agreement
II) Submit an independent WTO goods schedule
III) Submit an independent WTO services schedule

The UK has already taken steps to rejoin the @wto GPA - a $1.7 trillion plurilateral accord that governs public procurement rules among 46 nations.

1/ UK is moving to Art XXVIII on bits of its WTO Schedule! Explainer.

Brexit means the UK needs its own set of WTO Schedules, separate from those of the EU.

For goods, the Schedules represent the MAXIMUM tariffs the UK promised Members it can charge on each type of product.
2/ A few months ago, the UK circulated to all WTO Members its new draft schedule. It was the UK saying, "Hey everyone, here's what we think our commitments are."

If no one said anything, the Director General of the @WTO would have, around now, officially certified the schedule.
3/ However, some Members let the Director General know they weren't ready for that to happen. Therefore, the DG didn't certify the schedule.

A range of reasons were offered for the objection, from "we need more time" to whatever it is Russia wants, but mostly it was TRQs.

just started talking to Pascal Lamy, who starts with "Brexit [is] like trying to remove an egg from an omelette". Mixing the omelette (ie the SM) took a very long time; extracting from it will also take a very long time, and will be 'very complex' and 'costly'.
He continues with the omelette, noting that the success of 'three baskets' will depend on how 'cooked' the omelette is. Uses cabotage as an example; both sides would like to retain the rules, but EU might attach conditions on driving/working hours. Is that acceptable to the UK?
Eg, separating out bits of the 'omelette' is going to be much more complicated than suggesting policy areas can fall within 'three baskets' acknowledges, per Lamy.
