Another thing - Akbar was not only ambitious but also very superstitious in a Hindu way. His Brahmin advisors (Viravara et al) did inform him that Prayaga was the oldest center of the most chakravartins of bhAratavarSha - he saw himself as one in the making. Therefore, Prayaga.
