New top priority for @TheDemocrats first piece of legislation in the 116th:
Non-disclosure agreements concealing criminal acts use the courts to limit freedom of speech against the public interest.
NDAs concealing predatory crimes must be made unenforceable.

NDAs concealing predatory crimes must be made unenforceable.
Any court enforcing the terms of NDAs that result in penalties against victims speaking out to protect the public effectively makes itself part of concealment of criminal acts, and acts against the public interest.
The courts must not be used as tools to take away the rights of victims and enable concealment of serial predation. Any suits brought against victims who speak out should be decided in favor of defendant, and all court costs + atty fees charged to plaintiff.
By legislating the enforcement, not the existence of said NDAs, past NDAs will be effectively made moot, allowing victims to come forward and minimize the future risk to public safety.
Additionally, any candidate for public office or elected official must waive enforcement of any NDAs protecting them from public scrutiny. This obviously excludes those involving work product and trade secrets, unless those NDAs are intended to conceal risks to the public.
