Telling about EU reaction to UK parliamentary vote to request changes to backstop .. Merkel gets her spokesman to comment rather than take to the microphone herself 1
Merkel spksman indicates no intention by EU leaders to hold a summit - necessary in order to change the withdrawal agreement. Instead he said: “It’s now up to the British PM to elaborate on this (vote in Parliament yesterday) with the EU negotiator + president of EU commission” 2
Interestingly Merkel’s spokesman also describes UK aim now as attaining more “clarity” on the Irish border rather than looking for changes to the backstop text..

A thought as we all desperately try to peer into crystal balls and predict the #Brexit What Next: Fact that talks between Cox and Commission not going well hardly surprising. He marched over to Brussels pushing for what EU always said it couldn’t and wouldn’t give on backstop 1
But this is not the end of the road. I’m not saying the EU will “blink”and give UK something as black and white/ backstop-weakening as a unilateral exit clause but what I am saying is: it is in EUs interest to keep up pressure on MPs 2
EU wants to see if - under pressure - MPs will start uniting more around one #Brexit direction: the Theresa May deal or a softer Brexit- The EU sees less likelihood right now of second referendum or no deal Brexit majority support 3

EU-UK technical talks to find a’landing zone’ on the backstop are likely to go on throughout the week, possibly into the weekend and even Monday too /1
EU still insists it won’t touch the Withdrawal Agreement. As said many times before: it’s looking to provide assurances incl highlighting elements already in the backstop text such as the arbitration mechanism /2
Also being looked at is what’s being described as a timeline for ‘alternative arrangements’ to the backstop. Even if EU says technology doesn’t yet exist to replace the backstop, IF such technology emerges during the transition period then... /3

High level EU official tells me the PM is « wily »with her three day vote plan for mid March. Says with her timetable she’s turning up pressure on Brexiteers, Labour and the EU too /1
EU now can’t wait till 21 March summit to make offer on backstop in attempt to stop PM coming back for more. Will now have to make an ‘offer’ in time for 12 March meaningful vote /2
EU + UK sources say they’re in same ‘landing zone’ on backstop. EU knows MP’s want legally-binding assurances UK won’t end up ‘trapped’ in backstop customs union with EU. BUT same problem remains: EU happy to make clarifications, resisting introducing changes eg get-out clause /3

Amid reports that #UK PM @theresa_may hopes to renegotiate the "backstop" provision on the Northern Ireland border, let's recall that she already made clear what she wants in her letter to #EU leaders before disastrously losing the #Brexit Withdrawal Treaty ratification vote. 1/
"This could be mitigated by changes to the backstop itself," she wrote to @eucopresident & @JunckerEU "Proposals for a way in which the UK could choose to exit the backstop unilaterally were it ever to come into force, or for a hard time limit... 2/
on the duration of the usage of the backstop, have been raised and discussed in Parliament. We have also raised them previously in negotiations." So there are her proposals, i.e. the EU should basically just cave on backstop in face of House of Commons defeat. But but but ... 3/

In 2016 I voted remain and was disappointed that the remain vote lost. I felt then as I do now that it was a vote against UK politicians, by people who felt disenfranchised, The referendum gave them an opportunity to kick ass.
Throughout the last 2 years we have heard people say. I have changed my mind. I want a #PeoplesVote because I did not understand what i was voting for! Well in part I agree.,I voted remain because being in the EU was all that I had known I could not see any problems.
Today I am reconsidering my position and indeed if another vote took place I would be tempted to vote leave. So why the sudden change of heart? Well I have started to watch and read the thoughts of people who have been far better informed on the European Union than I am.

Bits of the Withdrawal Agreement Protocol on NI/Ire to a have on hand today:

Article 7.1 states: 'Nothing in this Protocol shall prevent the UK from ensuring unfettered market access for goods moving from Northern Ireland to the rest of the UK's internal market.'
Perhaps some reiteration of that article today. Then there's Article 15.5 which sets out the procedure if the EU intends to introduce a new rule which would fall within the scope of the backstop. This seems to be the crux of the matter.
Basically the EU, through the Joint Ctte, tells the UK 'hey, we plan to do this.' The Joint Ctte shall hold 'an exchange of views' on the implications of the new rule for the functioning of the backstop within 6 weeks.

So thoughts on this idea of a UK "parliamentary lock" on applying the Irish backstop #Brexit /1

The UK parliament can do what it wants, on one level, but if MPs were persuaded to pass the Withdrawal Agreement on this basis, where would that leave the EU side?

Come July 2020, the UK hits its first decision point....it can /2
a) extend transition
b) shift to backstop
c) push onto future deal (which won't be ready)

So UK parliament cd choose not to kick in backstop....

But after two years (DEC 2023).... /3

Some thoughts on #Merkel, what happens next in EU/German politics & her legacy.

1. First off, she will remain as Chancellor for now. She will not seek re-election as Chairperson the CDU in Dec. But this prepares the scene for a fast-track exit only a few months into her new term
2. After the national election of 2017 in which both the SPD and CDU/CSU did terribly - the question of whether or not Merkel would serve the entirely of her fourth term was open. She was weakened tremendously by the last election result. So this is not unexpected.
3. Even more so when you consider that Merkel has been the Chairperson of the CDU since 2000, and served as Chancellor in 2005 (won 4 times.)

Trump has been so enamored w/ the power of Putin he doesn’t realize this trade war with China is exactly what Putin wanted. In 2016 US made deal with China 2B their #1 provider of #NaturalGas & #Oil but now with tariffs & trade war all that surplus will be devoured by tariffs
Did he really think Putin would B ok with the U.S. backdooring him? No! While we’re busy with #CivilUnrest Putin will manipulate the #MidEast & #EU & then when he’s got it all in place & we think they’re our BFF’s they’re going 2 turn on an isolated America 1st & all alone
