Support for Nord Stream 2, Huawei not banned: Germany is making itself more dependent on powers that are at least partly hostile to the liberal international order -- an order which is of vital importance for the country.
True that this also increases interdependence, but only in theory: in practice, Russia and China are ready to use their leverage ruthlessly to increase their power and influence while Germany is reluctant -- and as a democracy has to build domestic consensus first.
When convergence was likely - Russia and China on the road to liberal order - economic interdependence could be seen as a way to help with transformation. But in the new strategic environment - competition of great powers - this approach may just strengthen a future adversary.
