Urgent Question just beginning in the HOC on the procedure applicable to the Article 50 extension.
Justine Greening quite rightly calls out the Brexit Secretary for having closed the debate about extending Article 50 and then immediately voting against the motion.
In response, the Brexit Minister Kwasi Kwarteng says that he also voted the same way as the Brexit Secretary. Much backbench muttering ensured.

John Redwood bobs up to "urge the Government not to seek any extension". Dominic Grieve - seated immediately beside him - watches his rant intently, like someone might study a strange and rather alarming-looking beetle.
Kwasi Kwarteng says "The extent of the Article 50 extension will depend on what happens with the Meaningful Vote." Yes, pretending the afternoon's ruling didn't happen.
Kwasi Kwarteng says that Theresa May will seek an A50 extension when she meets with EU heads of state later this week. But then he says that the length of the extension will be up for debate *next week* in the HOC. Baffling. Sounds like she's going to vaguely float the notion.
Kate Hoey stands up to say "It's clear our country is being humiliated by the European Union." Drowned out by jeers and laughter.
KK: "In a spirit of optimism, I still believe the Meaningful Vote could go through." More laughter, including from the benches behind him.
Very bizarre cart before horse argument going on. KK keeps saying, again and again, that TM will go to the European Council meeting, then come back to the HOC and there would be a debate on the length of a possible A50 extension and its purpose.
However, MPs accurately point out that she needs EU agreement for it, so how can the process be expected to work that way round? To which, so far, no answer (even though the question's now been asked at least half a dozen times).
Catherine McKinnell dares to speak Voldemort's name. She asks whether it's the case that the Government can still revoke A50 and cancel Brexit. Only gets waffle as a response.
Mark Pritchard suggests it's better to wait another week and see if MV3 could somehow happen. It's clearer and clearer the Brexiters' plan is to drag the UK to 29 March and oops, we're out of the EU.
Joanna Cherry asks KK to confirm that the only course of action left to the Govt if the EU refuses an A50 extension would be to revoke A50. KK replies that it's "not the Govt's intention to seek to revoke A50" but doesn't provide a clear answer.
KK: "17.4m people voted to leave in 2016, and we're taking our responsibilities very seriously."
Neil Gray: "How does the result of a debate next week inform the content of a letter this week?"
KK "Until the Meaningful Vote is completely dead, I don't want to prejudge what an extension would be for". Groans from across the house.
That draws the unedifying UQ to a close. Only thing that is clear is that TM intends to drag things out as long as humanly possible, then drag some more.
