Very good question! He buys into the myths of the day. P. 19: "Case 3. Ancient Romans. History repeats itself in the rise and fall of Rome. In Ancient Rome 300 noble families furnished the 300 senators. But alien races from Syria and Asia Minor 'spread their tentacles over 1/
Egypt, Greece and Rome.' About the middle of the 5th century B.C. marriages between plebeian and patricians, and race-mix tures were permitted by law. Race-mixture destroyed the ancient Roman people. This was the end of creative, patrician Rome." His source is:
"Some Cases 2/
of Race Admixture Observed in Canada" the late Professor H. B. Fantham and his wife, Dr. Annie Porter of the Department of Zoology, McGill University, Montreal, Canada, have printed in the Eugenical News for September-October, 1938

I do recommend taking a look at this 3/
book, which summarizes the dreary "knowledge" of some segments of academe in the 1930s. Laughlin has played a very negative role in recent studies of immigration and the Shoah. Appallingly, this book was promoted by people who would call themselves the crème de la crème, 4/
Manhattan WASPS -- akin to the folks who went after Finley and the Foners in 1942 (the Rapp-Coudert Committee): John B. Trevor, Edward L. Beck, Francis K. Stephens, Henry R. Sutphen. Special Committee on Immigration and Naturalization (in the Preface). These were not cranky 5/
outliers but people with clout. And they didn't want Jews coming into the country.
