Hmmm, things I'd like to see include -
1) No separate lines ... treat all people equally.
2) No fast track / staff / diplomatic / global entry lines ... again, treat all people equally.
3)No private airports / public use of military ... again, treat all people equally.

I.e. I want to see the Prime, Home Office and Foreign Office Ministers in a 3 hr queue to get through customs because it would only happen a couple of times and the problem would be solved. If Amazon can build Go stores then this issue can be fixed.
Oh ... and ffs ... get Amazon to build it. Don't go getting one of those 6,000 page £20M specifications for some management consultancy led la la land £5Bn project which they've never built before or have a clue how to do.
The reason why not ...
a) parts of the project will fail due to inexperience.
b) some parts of such a project would be uncertain and can't be specified upfront
c) because of a) + b) you'll get hammered by change control costs (a scam), so the actual cost will be 3x original.
