1. Gender Pay-Gap Is Utter Nonsense

Gender pay-gap of the magnitude you're talking about is a myth in 2019. Kamala Harris mercilessly preys upon the ignorance of her constituent base.
2. The Equal Pay Act has been the law for more than 50 years.

Men as a group do earn more than women 'on average', but not that much more when they work the same job and they have similar experience and abilities.
3. One of the largest databases on salaries and benefits by job function, gender, etc. is maintained by Payscale whose entire business is based on compiling and selling compensation related analytics. Here's their analysis on gender pay gap.
4. Almost the entire gender pay-gap that is based on gross national averages by gender is driven by two factors:
(a) job choice, and
(b) job experience (i.e. time in job).
Men and women gravitate toward different careers.
5. Most popular career choices for men tend to pay higher -- to both men and women. It's just that more men choose those careers than women do.
6. For example:

Common jobs for men: Software Developer, Project Manager, Computer Systems Administrator

Common jobs for women: Registered Nurse, Elementary School Teacher, Human Resources Administrator

The first set of jobs on average pay much higher to -- both men and women.
7. The second factor is that women tend to have less job experience when they are in their forties because many college educated women take a career break when they've children in their thirties. May not be fair but it has nothing to do with inequities in corporate wage policies.
8. So the folklore that women get paid 80 cents on the dollar compared with men for the same job and experience is utter bunk, and it is loathsome rhetoric because it predisposes many unsuspecting women toward a victim mentality that is based on a lie.
9. Gender discrimination in pay as well as other things does exist in places. There are always pockets of discrimination of all kinds, and it's always wrong and must be fought hard against. But that is entirely different from systemic and widespread discrimination.
