So this happened yesterday. According to @PremiumTimesng, the new Borno Governor Babagana Zulum paid an unscheduled visit to the state secretariat only to find out that only 4 out of 12,000 workers had resumed as at 8:30am. By 9:40am, 130 had resumed.

Last I checked from @BudgITng survey of salaries and pensions, Borno State is not owing Salaries and Pensions of civil servants. Yet 99.7% of Civil Servants did not show up for work.
It is important to note that Personnel + Overhead cost for the 17,000 Civil Servants in Borno State is estimated to take up over 52% of State Revenue in the 2019 budget. This amount (N64Bn) accounts for 91.7% of total revenue for Borno State in 2018.

Dwell on that for a minute.
Borno State is literally bleeding itself red to pay workers that are not productive. Total IGR for 2018 (i.e. the amount the 17,000 Civil generated) was N6.52 Billion of which only 23% of it came from MDA's (i.e. revenue directly linked to their services). 60% was PAYE.
Over 90% of the State revenue (N63.3 Billion) actually comes from FAAC. Even that is not enough to cover budgeted recurrent expenditure of N64.02 Billion for 2019.

The State will inevitably take on more debt to be able to meet up its obligations to unproductive Civil Servants.
And talking about debt? Borno has the highest increase in debt stock from 2011 - 2018 of 1,459% (domestic debt is 3,959%) in the NE. And the highest debt per capital jump of 1,613% in the NE from N746.95 in 2011 to N12,794.01 in 2018. Debt to revenue is currently hovering at 107%
So when next you see headlines such as this, don't just scroll away to the next salacious gist about who is sleeping with who or who is claiming someone's else house. Pause and consider the real cost of that headline. Why? Because you're paying for it.
