Gallagher, who’d been accused of war crimes for allegedly stabbing and killing an ISIS prisoner, has been found not guilty of murder.
“Seven SEALs said Gallagher unexpectedly stabbed the prisoner, moments after he and the other medics treated the detainee. Two, including Scott, testified they saw Gallagher plunge his knife into the prisoner’s neck.” apnews.com/20b2f8f8e7ba45…
Prosecutors had Gallagher’s texts, one of which said: “Good story behind this. Got him with my hunting knife,” alongside a photo of the dead prisoner with Gallagher holding up his head by the hair.
(These SEALs were his teammates)

NATO Secretary General Jens Stoltenberg, asked at @AspenSecurity whether there’s any indication that the Russians will come into compliance with the INF treaty before Aug 2 deadline, says: “No. There is no indication.” His bluntness provokes laughs.
If they don’t come back into compliance, NATO “will respond,” Stoltenberg says. But will be a “measured response” that wont mirror Russia’s.
Stoltenberg says the S-400 Turkey bought from Russia won’t be integrated into NATO systems (it’s not possible to integrate it, he says.). But ...he adds that Turkey is still part of NATO’s integrated air and missile defense. Calls it “a difficult situation.”

NEW: Chris Steele was interviewed for 16 hours in June by DOJ investigators. The 2-day interview took place in London while Trump was in UK. It was contentious at first, but investigators ultimately found Steele’s testimony credible—and even surprising politico.com/story/2019/07/…
The interview delved into Steele’s extensive work on Russian interference efforts globally, his intelligence-collection methods and his findings about Trump campaign adviser Carter Page. Steele’s American lawyer was present for the conversation.
The extensive interview with Steele, and the investigators’ sense that he offered new and important information, may dampen expectations among the president’s allies who’ve claimed that Steele’s sensational dossier was used improperly by the bureau to “spy” on the campaign.

Trump congratulates himself on “helping“ to get off a soldier credibly accused of war crimes (and convicted of one: posing for a photo with the 15-year-old victim’s corpse).

Gallagher was charged with stabbing the badly wounded Iraqi captive to death and then taking a selfie.
Gallagher got off because a witness who’d been given immunity, Corey Scott, changed his testimony and said he himself had committed the killing out of mercy. He acknowledged in questioning that his “confession” was intended to keep Gallagher out of jail.

The Navy SEAL has also been accused of attempted murder in the wounding of two unarmed civilians—a schoolgirl and an elderly man—shot from a sniper's perch, as well as with firing on other non-combatants and obstruction of justice.

Per this @nakashimae/@missy_ryan story on the American #ISIS fighters being transferred stateside to be tried in civilian court, it’s not just that sending them to the #GTMO military commissions would be stupid; there’s also no legal authority to do so.

Under the Military Commissions Act, only an “alien unprivileged enemy belligerent” can be tried by the #GTMO tribunals:

US citizens can still theoretically be tried by military commission under World War II-era precedents, but (1) only for international war crimes; and (2) under different authority than the #GTMO commissions:
