That brass wasn't there to operate the thingamajig. They were there to watch something astounding, likely from one compartment. Until it went up in flames.
My guess is the reason they couldn't watch it from the surface was because the thingamajig needed to be in an acoustic medium to be controlled.
It was probably also something line officers and Heroes of Russia could understand or see the utility of. Not something only a PhD in math or physics could comprehend. Final guess. It required more electrical power than normally available and that kludge may have sunk it.
Internet cables are unlikely to have been the mission. It was something else.
The ship did not die but a subset of the personnel on board. There was no torpedo nor hull breach. The disaster was internal.
We'll never know what happened, at least for a long time. Western navies may have been shadowing the event but they'll never tell us.
