India does not need to civilize natives to be clean. The absolute worst exemplar of what needs to be done is MPs wielding old-fashioned brooms. India needs the State to implement industrial scale solutions and provide civil amenities.

I had written about this in 2014 when #SwacchBharat was announced. The garbage piling up in India is a result of the dysfunctional colonial state unable to provide even basic amenities. It is not about fixing people.

No, leaders in China are not wielding brooms to "teach people" to be clean. It is dumb. The State is taking responsibility to clean up. Modern garbage required centralized modern infrastructure for solid waste management. Brooms just pile it up.

I didn't say Swacch Bharat abhiyan is dumb. I said it is looking in the wrong direction for solutions. Garbage is still piled in our cities despite 5 years of #SwacchBharat. If it were smart, it would show much better results.
No, you are missing the point. It is the same people. Akshardham is run by Indians, visited by Indians, Noida is run by Indians. Temple is clean, step out on the streets it is filthy. Whatever the State has to manage, it fails. The people are the same.
Did you change the people who use Delhi Metro, imported a different set of Indians, or did you change how it is managed? You help make my point. It is not the people, it is the governance. Delhi Metro didn't fix Indians. It fixed management.
Strict laws can work *after* State does it job. In a well-managed city with ample LARGE garbage bins everywhere, regular collection, recycling and waste disposal where it is spotlessly clean, THEN laws will work. If there are dumps everywhere, what laws?
