The meeting where he told them to go by the book for law enforcement purposes but not to follow the book for national security cases, like the Russia investigation! He ordered them to withhold information from the Trump team.
Increased sharing of SIGINT intercepts of foreign communications by FISA targets would increase the ability to leak it. So on 2/9/17, we get the leak of General Flynn's phone calls with Kislyak, 2 1/2 weeks into Sally Yates tenure as Acting AG. washingtonpost.com/world/national…
This change gave Sally Yates the ability to approve increased sharing of SIGINT from FISA targets, was Flynn a FISA target? Or did that SIGINT fall into other categories covered by this memo?

The 2/8/17 Comey memo where he warned WH Chief of Staff Reince Priebus that NSA @GenFlynn was under a FISA! So the same day someone at DOJ is sharing SIGINT on Gen. Flynn, Comey is warning the White House about a FISA on Flynn.
What else did Comey put in writing the day before that SIGINT leaked? (possibly enabled by Sally Yates under this policy)

My suspicion is that the secure phone calls of the President were intercepted under this SIGINT policy about foreign communications of people the Acting AG thinks are 'foreign agents'. That this SIGINT was shared within the IC to enable the leak as part of the coup.
That General Flynn's participation in that phone call was used to conduct surveillance upon the President, unmask, share & then leak the information. The real reason for Flynn's departure was to get his FISA away from the President.
Acting Attorney General Yates was fired 11 days into her tenure after defying a Presidential order. This policy gave her order to extend sharing of SIGINT a 90 day window until it needed to be reauthorized. So this order would have expired on April 21st or soon after that date.
Which would mean it would be up for review by the new AG, except the Dems had engineered the recusal of Jeff Sessions meaning the Acting AG would have been required to sign it or the sharing ended in late April!
That Acting AG on 4/21/17 was US Attorney Dana Boente, who President Obama wrote an Executive Order to prevent him from becoming Acting AG! Though I misspelled his last name adding an s to it! Trump appointed him in spite of the EO on DOJ succession!
Boente was running not only the Wikileaks investigation, but he was conducting raids on likely Spygate participants BEFORE the 2016 election!
Then on 4/25/17, likely after any renewal of the FISA SIGINT sharing on 4/21/17, @RodRosenstein was confirmed as Deputy Attorney General! Wonder if anyone delayed that vote to make sure it was renewed before he got there!
That policy would have had to be renewed once more around 07/20/17 or a few days later if it continued. Then all of a sudden in the last week of July & the first week of August, all hell breaks loose for the Spygate plotters. Manafort gets raided, Priebus fired, Pdop arrested,
Strzok removed from Mueller's team, McCabe put under oath to lie to the OIG, McCabe demoted because Wray is confirmed, Rosenstein expands the scope of SC, Sessions starts a leak task force under RR, the WH gets gutted to remove bugs. The coup was over!
There is a giant 7-month window of surveillance from January until Early August 2017. This helps explain some of that timing of the events that took place.
