But yes, technically same side by Waterloo as Luxembourg is released by France under the terms of the Treaty of Vienna and becomes an autonomous state under a personal union with the Netherlands.

Luxemburgians fought at Waterloo as part of the Dutch contingent.
Indeed as Luxemburgians fought for Napoleon in a number of his campaigns it's entirely possible those particular veterans felt the call of the Eagle in 1815 and fought for the Emperor too.

Although that would have been as individuals, not as the state.
