@johnmcternan As Germany, Netherlands or Switzerland indicate, successful devolution processes require a clearly structured relationship and delineated areas of responsibility not just between regions and centre but between regions/nations and other devolved entities
@johnmcternan Half the problem in the UK is this crazy quilt patchwork of competences that almost seems designed to engineer turf battles between various levels of government and resentments between regions and nations with varying levels of power.
@johnmcternan With devolution now in place you can't turn the clock back to a more centralised order, for which I argue Westminster and Whitehall don't have institutional or intellectual capacity to handle anyway. We are where we are and the focus has to be on structuring devolutions properly
