Smart. By working outside of a coalition he can use the different parties to pass the different parts of his agenda. If he wants to do climate action he can work with NDP/Greens/Bloc. If he wants to build pipelines the CPC should be willing to help. /1
If he wants to provide federal funding for $7/day daycare maybe he'll get some Bloc and NDP support.

That being said, I think it's highly unlikely the parties that SHOULD support his policies will because #Politics. But avoiding a coalition does give him more freedom /2
to push the legislation that the center-right Liberal Party of Canada believes in.

Because of the size of his minority, he will be able to pass legislation with ANY one of the 2nd-4th place parties so long as he keeps his caucus together. This differs from past minority /3
governments that could really only get a majority with their main rival. Paul Martin's 2004 government had only 135 seats and Jack Layton's NDP had 19 so even with their combined efforts they could not pass legislation without the Bloc of the CPC. /4
