There are many dimensions to human capital. We focus on executive functioning and the ways in which the experience of scarcity (which often means poverty), ill health, and aged-related cognitive decline worsen the executive functioning needed to manage administrative burdens.
We point to work showing that the ordeal mechanism perspective from economics has offered an incomplete understanding of how people respond to frictions. Paying more attention to human capital differences can help us better understand how burdens may exacerbate inequalities.
