There are two big issues here
1/ PPP normally means public risk, private reward. It also surrenders operational control to private firms. Do we really want to give Haliburton-type companies rebuilding the US built environment?
2/ What’s the upside for private sector? Wrt climate infra, PPP means high expected revenues. We need to fix sewage systems, restore wetlands, manage retreat from vulnerable places, build new transmission + green housing, replant forests, etc. Profit motive a grim logic for that
We are obviously going to need private investment to overhaul entire economy in ten years. No one disputes that. As the election nears, insofar as were lumping private dollars into our spend plans, we need to be very clear about where and how that money would flow
I have zero problem w the private sector building wind turbines or electric buses in unionized factories. Please do that! I have a huge problem w private companies governing the electric grid or public transit
