@DianaBudds And thanks for including my history take. I've been thinking a lot lately about the public housing road not taken in the New Deal. NYC had already developed beautiful non-market housing forms, and housing advocates like Gail Radford were touring Red Vienna and German cities 
And for more on NYC context, and the great co-ops and non-profit garden apartments that might have defined new public housing. But alas the 30s right successfully blocked public housing from being lovely enough to compete w middle class private housing
