Can't the US Congress somehow censor Giuliani, the private lawyer of Trump, so that he no longer seriously harms the relationship between the US & the very friendly nation of Ukraine?
Note, no US cabinet secretary has visited Ukraine since the infamous Trump phone call of July 25, which devastated the previously so positive US government attitude to Ukraine. The US Congress stands up for Ukraine, but what can it do in face of a Russia-serving president?
The most appropriate would of course be if the FBI/Department of Justice arrested Giuliani for his 9 suspect kinds of crime, but does the US still have any law enforcement for people so close POTUS? I believe it if I see it.

The great surprise was that Putin kept his hapless Prime Minister Dmitri Medvedev so long. The best that could be say about Medvedev is that he was so weak that he could be sacked at any time. Putin has systematically reversed the few reforms M introduced as president 2008-12.
By keeping Medvedev & in his speech, Putin has made clear that he has no intention to carry out any reforms. Yet, there is no reason to believe that he will do so now. The natural replacement would be an apolitical technocrat & Putin chose tax boss Mikhail Mishustin, 53.
Putin told Medvedev he would become Deputy Chairman of the Security Council, which Putin chairs. It means that Medvedev is not likely to be prosecuted for corruption & Nikolai Patrushev, the SECRETARY of the Security Council is likely to stay.

Today, Jan 1, nominal Secretary of State Mike Pompeo cancelled his long-planned trip to Ukraine on Jan 3 & then to Belarus. The reasons: the actual but unconfirmed Secretary of State Rudy Giuliani said so. Both were together with Trump at Mar-a-Lago last night.
Who benefits from Pompeo not going to Ukraine? Putin. Who serves Putin, Trump & Giuliani, who only works with Putin agents that he has picked up from the senior GRU asset Paul Manafort.
Pompeo has planned to go to Ukraine in November, but then Trump prohibited him. Now, Giuliani apparently did so. If Pompeo represented any values, he would resign after having been so discredited twice for the benefit of Putin.

Looking back on 2019, the Mueller Report looks as a failure of US law enforcement & democracy that might prove mortal for US democracy if Trump is not voted out of power in 2019 for at least four reasons.
1. Mueller did not even check Trump's finances, neither his tax returns, nor who guaranteed his Deutsche Bank credits. With great probability, these credits were guaranteed by Kremlin sources, but Mueller failed us. Trump's finances remain secret, a failure for US democracy.
2. Mueller establishes that Manafort worked closely w Konstantin Kilimnik, know to all others as GRU officer, worked for GRU with polling data & "peace plans" & was paid $60mn by Oleg Deripaska, but Mueller failed to conclude that Manafort was a GRU asset. What a scandal.

Giuliani makes another major admission—Trump DID speak to Cohen about his testimony beforehand. “So what?” So the guy who lied to us about Russia DIDN’T tell Cohen to lie about Russia?? C’mon. Coaching, coordinating, directing—it’s all witness tampering—obstruction—territory.
