Activists/the left have been filing suits in multiple jurisdictions for the same issues in case one Court District overturns it. Then, another Judge will reinstate it even though suers weren’t I that jurisdiction.
District Courts in some states refused to dissolve their nationwide injunctions in some cases, forcing DOJ to go to SCOTUS. In one case in Maryland, a district Judge set national policy even after a SCOTUS ruling.
In another case about the DHS “public charge” rule, which has been long standing federal policy and law, NY, CA, WA, and MD played duck duck goose with their injunctions...reversing and reinstating, leaving it in limbo and causing DOJ to seek emergency relief from SCOTUS again.
He also went over DAPA vs DACA and how Texas issued a nationwide injunction against DAPA but NY and CA issued injunctions against canceling DACA.
So, two opposite policies are in effect.

2/3 of all nationwide injunctions issued during the Trumo admin came from district Judges appointed by Obama after 2009. All new Judges. 
Also lots of Judge shopping being many of the cases end up with the same Judges.
