On the American side, IMHO FWIW, Trump gets credit and blame for the single best action taken in Wuhan virus matter--China travel restrictions--and the single worst action--failing to move quickly on testing.
Trump prime-time address was failure not because of policy but because Trump himself appeared scared, ill-prepared, and incorrectly or confusingly described his own plan. Did the opposite of build confidence.
Now Trump is about to do more, to declare a national emergency. We'll see how things go.
