Second: does it effectively give immunity to the pathogen?
Third: does immunity last? How long between vaccinations? what dose is most effective?
Sure, you could mobilize everyone to get vaccinated instead of phase II, but whatever vaccine you get could cause health issues, or just lose effectiveness over a shorter period of time than expected...
