Lots of room to pass money to NGO's, contractors, friendly agencies in other countries, & other forms of rent seeking funded with tax payer dollars.
From Oct. 2014-Sept. 2017 ACE implementing partners only provided legally required analysis of the effectiveness of their spending in 2 out of 110 programs!
