This is, without hyperbole of any kind, exactly what Nazi Germany started the Holocaust with 
They tried to "legally" and "peacefully" deport millions.
When no one took them up on their offer to suddenly absorb millions of homeless, it was fed right back into the propaganda machine.
It became "proof" that "see, no one anywhere wants the Jews around" and was used to escalate towards extermination.
Oh, the first stage of the Nazi deportation was also "voluntary"
Also note that the concentration camps started as "temporary holding facilities." A "banal, unfortunate bureaucratic necessity."
They were sold to the populace as "more humane" than the ghettos.
