Brexiteers worry that delay to Immigration Bill will prevent UK from setting up new migration regime next year (if there’s no deal)
They shouldn’t. Fast-tracked bill won’t make a difference. It is not going to happen. 1/
PM already said in Florence Speech – based on ‘practicalities’, new migration regime will not be ready until ‘around’ two years after we leave.

That is true regardless of deal or no deal... and even that is ambitious… 2/
Non-EU system was first designed in 2005, and then rolled out by 2009 – but it was mainly a bringing together of pre-existing features. Brexit change could be much bigger.
We are waiting on a Migration Advisory Committee report in September 2018. If Dec 2020 is ambitious, any major change in 2019 looks to be impossible

Because it was designed to work alongside FoM – with no provision for low/med skill migration, biz (partic SME) really don’t like it, @CBItweets say it would be ‘disaster’
I've been told that adapting the non-EU system to incorporate EU citizens would be similar in scale to brand new system for EU.
The v long overdue Immigration White Paper was originally going to deal only with transition – new settled status and registration scheme - rather than future migration

That still needs to be done. And quickly. But doesn’t make new migration regime in 2019 feasible.
Probably the biggest change the Brexiteers can hope for in no deal scenario is similar to what UK Gov proposed for transition – a registration scheme, where those arriving after Brexit are subject to new scheme when it is implemented… Which might be a while.
