2) the goal is to create "continuity" between administrations. It hires more people, reduces the job requirements, accelerates hiring process, and focuses MULTIPLE TIMES on hiring based on "diversity". 
3) The plans are written to be executed in 3 phases starting in 2016 and thru end of 2018.
