When #Russia attacked, policymakers faced a hard choice. What could we do to deter and dissuade #Putin short of a risky military confrontation between nuclear powers?
We primarily had large financial sanctions that front loaded the pain, ideally narrowly targeted towards Putin!

But in authoritarian Russia, where #Putin could potentially command any state-owned, oligarch or private assets for his objectives, any effective sanction could either be large, or be narrow (a few banks, Putin´s assets) but not both.

Why does #SWIFTban not support #Ukraine the way we want it to? #SWIFT is a messaging system. Would you ever send a friend a #WhatsApp before transferring money so she can make rent? That's what banks do to maintain balance sheets. Lots of money sloshing around out there.🧵
I don't argue against a #SWIFTban. The problem is, it's become a political symbol of #sanctions resolve when there are much more impactful things we can do to damage Russia. Full blocking sanctions on banks, SOEs and then secondary sanctions. Do that if you want to hit hard.

Zuerst Grundsätzlich: Mittels SWIFT wird der weltweite Zahlungsverkehr abgewickelt. Es handelt sich um standardisierte Nachrichten für eine Vielzahl von Finanzinstrumenten, so etwa auch die klassische Überweisung. (2/12)
Das Ausschließen Russlands aus SWIFT hätte zur Folge das jeglicher internationaler Zahlungsverkehr von und nach Russland gestoppt würde. Im Gegensatz zu den bisher beschlossenen Sanktionen, hätte dies also flächendeckende und weltweite Auswirkungen. (3/12)
(1/4) #Swift - Sanktionen erschweren den ganzen Handel Russlands mit allen Ländern. Alternativen zu Swift gibt es. Sie sind aber ungetestet und risikoreich, und nicht jeder hat sie. Das wären also sehr harte, weil auch teilweise extraterritorial wirkende Maßnahmen.

(2/4) Die Kosten daraus wären auf beiden Seiten sehr hoch, für Russland aber um ein Vielfaches höher -- kurz & langfristig. Ohne #Swift wäre auch das Bezahlen der Gasrechnungen schwierig. Es käme also auch zu einem Gas-Lieferstopp. Für Ö & D ein großer Schock - Rezessionsgefahr.
(3/4) Trotzdem könnte #Swift-Blockade sinnvoll sein. Man bräuchte aber in der EU einen Plan B. Energiewende turbo-chargen, Flüssiggas organisieren... Problem: Auch sanktioniertes Land wird sich organisieren & Alternativen vorantreiben. Das könnte das Ende des Swift-Monopols sein.
